This is a comprehensive Project Proposal & Report designed to manage Rs. 5,000,000 for 2,000 children effectively.
Managing 2,000 beneficiaries is a logistical challenge. This plan uses a "School-Cluster Model" (distributing via schools rather than individuals) to ensure order, safety, and efficiency.
PROJECT REPORT: Education Recovery Initiative (Cyclone Ditwah)
Total Budget: LKR 5,000,000 (50 Lakhs)
Target Group: 2,000 School Children
Allocation Per Child: LKR 2,500
1. Executive Summary
The objective is to provide essential educational supplies to 2,000 students displaced or affected by Cyclone Ditwah. With a budget of Rs. 2,500 per child, the project focuses on providing a "Complete Back-to-School Pack" sourced via wholesale channels to maximize value.
The distribution will be conducted through 10 selected schools in the worst-affected areas (200 students per school) to streamline logistics.
2. Budget Breakdown (The Pack)
To stay within the Rs. 2,500 limit while ensuring quality, items must be purchased directly from manufacturers or Pettah wholesalers.
Item DescriptionWholesale Cost (LKR)1. Durable School Bag (Standard size)1,100.002. Exercise Book Bundle (10 Books: 80pg & CR)750.003. Stationery Set (Pencils, Pens, Eraser, Ruler, Color Box)350.004. 3. Implementation Strategy (The "Cluster" Method)
Trying to distribute to 2,000 individuals randomly causes chaos. We will use the 10 x 200 Model.
Step 1: Selection (The "Who")
Partner: Collaborate with the Zonal Education Director or Divisional Secretary.
Process: Identify the 10 schools that suffered the most flood damage.
Quota: Request the Principals of these 10 schools to provide a list of their 200 most affected students (Total: 2,000).
Step 2: Procurement & Packing (The "What")
Bulk order 2,000 bags and stationery.
Volunteer Day: Organize a team to pack the items into the 2,000 bags.
Labeling: Stick a number or tag on each bag to ensure inventory control.
Step 3: Distribution Logistics (The "How")
Transport: Hire a lorry to deliver the packs to the 10 specific schools.
Handover: Do not hand them out on the street. Hand them over inside the school premises in the presence of the Principal and teachers. This ensures the correct child receives it.
4. Project Timeline (14 Days)
PhaseDaysActivity
PlanningDay 1-3Contact Education Zonal Office. Select 10 schools. Get beneficiary lists.
SourcingDay 4-7Visit wholesalers. Place orders. Arrange transport.
PackingDay 8-10Assemble the 2,000 packs at a central warehouse/hall.
ExecutionDay 11-13Deploy teams to the 10 schools (3-4 schools per day) for distribution.
ReportingDay 14Finalize accounts and release the "Completion Report."
5. Transparency & Controls
To ensure the Rs. 5 Million is accounted for:
Voucher System:
Each student on the list receives a "token." They must hand over the token and sign the list to receive the bag.
Principal's Certification:
The Principal of each of the 10 schools must sign a document confirming: "We received 200 packs and distributed them to the listed students."
Public Audit:
Publish a summary sheet showing:
Supplier Invoices (Proof of cost).
List of the 10 Schools helped.
Photos of the handover at each location.
6. Conclusion
This project ensures that Rs. 50 Lakhs is converted directly into 2,000 equipped students ready to return to class. By using the school system for distribution, we minimize fraud, reduce crowd trouble, and ensure the aid reaches the children who truly need it to continue their education.
